after numerous games I'm going to say the flags have to go. there is an alternative teleportation method tan and I discussed, but I think the naga should just tough it out.
We talked online and indeed POOF they are gone for 2.9b. To help Naga out, I am making all Fish attack slower so they rescue slower. We are thinking 2.5>>3.75 CD on atk for Fish. Fish that are supposed to atk naga will deal more dmg to compensate.
