low framerate!= lag

Anyways it highly depends on the person's resolution and graphic card

Vex is right. Only the indivual's computer hardware could determine these numbers. Lower the camera angle in world editor on a map with a crazy terrain and weather and watch your computer die

There are a million factors that can determine this. Resolution, Detail, Graphics Card, Processor, Hard Drive, RAM, Ambient Temperature, Temperature of the computer's components, ETC. We cannot give an accurate estimate because we don't know the factors.

Just test it out, find what works and what doesn't for YOU.

As a general rule, keep things down to as low as you can while preserving gameplay and a nice-looking terrain.

It depends all on hardware. Like mentioned earlier, even temperature has an effect, so even WHERE YOU LIVE has an effect. Just, low as possible without a negative effect to gameplay. Don't be all sketchyish if you want to make a big map with lotsa stuff per screen.

The program you're using can have an effect too, WCIII for example breaks down at about 30 - 35k polies for me, yet i can have well over 200k polies on screen and animated in 3DS without the slightest framerate loss.
