What is the most efficient way to have a unit that has 2 other units follow it around and are set at the primary unit's sides majority of the time (If not all the time), while still allowing the secondary units to attack and randomly do stuff but not be controlled?

Well you could try a trigger like this:

Trigger:
Folllowing 2 units
Events Your events go here
Conditions (Units are Following) is equal to Yes
Collapse Actions
Collapse For each (Integer A) from 1 to 100, do (Actions)
Collapse Loop - Actions
Set Temp_Point = (Position of (Your unit))
Set Unit1Order = (Temp_Point offset by (30.00, 0.00))
Set Unit2Order = (Temp_Point offset by (-30.00, 0.00))
Unit - Order (Unit1) to Move To Temp_Point
Unit - Order (Unit2) to Move To Temp_Point
Set Temp_Group = (Units within 600.00 of (Position of (Your Unit)) matching (((Matching unit) belongs to an enemy of (Owner of (Triggering unit))) Equal to True))
Wait 1.00 game-time seconds
Collapse If (All Conditions are True) then do (Then Actions) else do (Else Actions)
Collapse If - Conditions
(Temp_Group is empty) Equal to False
Collapse Then - Actions
Unit - Order Unit1 <gen> to Attack (Random unit from Temp_Group)
Unit - Order Unit2 <gen> to Attack (Random unit from Temp_Group)

Are you looking at following around via actual walking/moving or just always being next to the unit?
