Trigger Enhanced Blizzard spell?

I was wondering if anyone could help me out in figuring how to enhance the spell Blizzard with triggers? Basically I want to set the damage of the spell with triggers, but what I've tried so far just doesn't seem to be working properly. I tried using Rain of Fire, and making a trigger that detected the buff every 1 second and made the buff last like .10 seconds since the buff doesn't seem to be gained when you're hit with a wave, just when you're in the general area. That didn't seem to work, it didn't detect the buff as it seemed to be gone. I'm completely stumped as to how to do this so I thought I'd come and ask for ideas on how to do it. The reason I wanted to have triggers effect the damage is because I want the damage of spells to be based off hero stats.

I would say the easiest way is to use a "does nothing" channeling spell and do every single part of blizzard with triggers

It's easier, to use the standard blizzard spell and change damage to null, and then do the rest (like freezing, damaging,exploding non-ghero units on death) with triggers.
