It's a model, not a tileset, and I don't think a tile could be animated as the floor is.

If you're asking how to place the model on a map...

You have to import it into the map via Import Manager. Then go to Object Manager, set a Doodad (or make a new one) to have the imported model. If you can't find where you can change the Doodad's model in its Object Data, search more.

You can set the doodad down now, and it will have the model.

There's no way to actually set it as a terrain like on Elimination Tournament or is this just the wrong type of model?

Huh? While I've never played Elimination Tournament, it seems to me they just placed the model on the map, placed it around and lowered it into the ground, giving it the image of it being the terrain... not made the model the tileset. That's impossible.

No, there is no way to set it as a tile set. To do that you need a skin.
