A warning about submitting maps when submitting (?)

Well seeing as how not everyone likes to read the rules, whether its the official rules or the map submission ones, we seem to receive alot of submissions which don't come close to the rules.
So maybe, to make sure you get the point across, when someone tries to submit a map to the database, a summarized version of the rules is above the box where you type things. Or something of that persuasion, basically anything that will get the message across. Just to save the time of the reviewers and others.

This would have been such an incredibly good suggestion if it was made before we added that warning.
