Hero level problem

greetings,

the heroes i create is unable to exceed level 5 through experience gaining even though i have set Hero maximum level to 30 in Gameplay constants. Any ideas?

Gameplay constants - Creep Reduction Table - delete all the integers and create a new one with value 100.
