Neg rep?

Is negative rep something only moderators/respected users and those sort of people can give out?

I've been wondering because I only see neg-rep from Moderators, and I can't see any way for I, myself, to give negative rep.

I'm not malicious; a little idle curiosity never hurt nobody.
