Where do I submit a resource?

Hello, you guys helped me alot and I had nothing to give for while in return, so I recently devoloped an awsome attachable special effect, (won't tell what it is yet) that I wanted to share with you guys until my map is done. I don't know where I should post it though... I went to new resource in models forums but there it said I don't have permision to accsess the page, I'm guessing either that is amod feature and is not the correct place, or it is the correct place I just don't have the permision to submit anything yet?
