Icon software

I've decided to take it upon myself to try making some icons. I'm looking through tutorials, but can't seem to find a good program to make/edit icons. Where can I find FREE .bmp editor?

Gimp is good for being free. And then use Wc3viewer (from the tool section) to convert to BLP.
