Game modes + Neutral Spawn

I have a map like DotA; 2 teams and a set of taverns for each side.
Whats the trigger to get the modes -ap and -ar like dota also the commands -random and -repick.

Also how do you create neutral creep spawns.

Yeah i have that template but its all so confusing with all those variables and its all these other features.
That template was meant to be a base where you develop your map on it, i've started from scratch.
