Learning/Leveling, are they the same?

Sounds like a stupid question, but the way Blizzard is with it's triggers makes me unsure. So, the event "A unit learns a skill"... Would that fire if the unit leveled said ability?

No, it's not the same. You can level a hero, but not learn abilities.

So "A unit learns a skill" happens only when the user selects an ability to learn.

As I understand it, the "unit gains a level" fires when they gain enough experience to achieve the next level. The "unit learns an ability" only fires when they actually click to place the ability point in one of their abilities.

by leveling I meant leveling up the ability, but I get the point now.
