Where Can I get the Warcraft Skin Editor?

There is no warcraft skin editor.

What we do is taking a BLP file, convert it to tga and edit that tga with photoshop or thegimp or whatever.

Look for a program called Wc3 Image Extractor

In theory, YOU are the skin editor.
