So, I just did some tests with PauseUnit and Rejuvenation:
- Rejuv: Heals 100 HP over 5 seconds (=> 20/sec)
- Trigger:

Yes, it's known, in part. Pausing units suspends any buffs on them. They have no effect while paused, mostly.
Rejuvination is a very odd ability, since it heals a set amount of a set period, rather than an amount per second for a set period. Presumably Blizzard screwed it up.
It really depends on what you think... Blizzard is known for taking short cuts to make things faster for them... ie: not finishing trackables, not finishing JASS. So, they probably did that on purpose, but only because they are lazy.
