Converting TGA into BLP

I went all over the forum, ran numerous searches, double-checked every tutorial, and it appears that this section is missing!

I've made lots of icons in the past by simply creating TGA files, which Warcraft3 had no problem with. However, since texturing units requires file-overwriting I'm required to use BLP files to get the original path, but I am simply unable to convert a TGA file into a BLP file with any program that I've got.

To the best of my understanding, I should be using PitzerMike's BLPaletter; however, Windows XP fails miserably at running this program (I already tried all compatibility modes...).
When I try to turn it on, the DOS screen blinks for a split second and then disappears. I even tried using DOSbox to run this, seeing as that what I use for all my other DOS programs, but alas, it didn't work.

Long story(question, that is) short, how can I convert files into the BLP format?

I just use the Wc3Viewer. It works always for me.

The easy way is the revolve's solution, but it doesn't compress as well as PitzerMike's program. The reason why PitzerMike's "doesn't" work is because it's a command line program, which implies that you need to have opened a console to enter the arguments. Anyways, there is a GUI front end for this program which you can download here.
