.blp max of 512x512?

I am using a custom texture/model for a UI feature in my map and im trying to squeeze as much quality out of it as I can. It was originally a 512x512 texture (the image was scaled down to fit) but it come out a tad blurry. I decided to up the texture to a 1024x1024 image. It looks awesome in the viewer, but once I import it and test it in game, it looks exactly like the 512x512. Does warcraft III compress and resize textures to a max size of 512x512?

BattleshipLobby.blp is the high quality
LobbyMenu.blp is the low quality
LobbyModel.mdx is the plane I am using (uses the texture "CustomUI/BattleshipLobby.blp")

Included in-game shots of both the high and low quality textures.

I would also like to add, the texture uses "in-game" textures, but because I can't model, it is assembled in an image prog and then displayed on a plane. If anyone would want to model a plane, using the in-game textures, I would be more than happy. This would effectively remove 100kb from my map. This would also solve my blurriness issue.
