Conversion functions - Leak?

Simple question does ConvertPlayerUnitEvent(#) leak?
it does return a handle... so i presume it leaks?
This question goes for all conversion functions.

I'm just making a parallelism to the InitGameCache function; it returns an handle. there are some threads floating around here that says Initgamecache leaks.

ConvertSOMETHINGSOMETHING(int) all those functions return constant handles.

All those argument handles like eventid or limitop all of their instances are constant, and they don't even use the usual handle ref counter, they are not "truly handles" in this regard, and they don't "leak".
