[Help] Which is "better"?

I am somewhat designing an RPG that I would like to create but I have one idea which splits into two things, which is hindering the development considerably for something so small.

Here is the main idea:
MAIN IDEA
Heroes will be given a set weapon (glaive, staff, claws, sword etc) and they can enchant/upgrade it however they wish. The given enchantment/upgrade will affect how their hero plays, it could add or reduce stats and it will change the spells available to a hero.

Here's where the idea splits:
MAIN IDEA A
The weapon can only be enchanted once (enchantments will grant magical/elemental type skills) OR upgraded twice (upgrades are non-magical and will only increase BASIC type skills) and then the rest lies within the hero to level up.

Abilities will be disabled until you reach a sufficient level to cast them (e.g Frost Nova at level 5, Polar Fury at level 15)

MAIN IDEA B
The hero on its own will be appalling but the weapon can be enchanted up to X times to increase the number of spells you can cast and the amount of stats you have.

Abilities will all be active depending on what weapon you have, (e.g Frost Nova at primary level, Polar Fury at third level)

Now the hard part is selecting which path I should go down. Anyone have any alternative ideas/opinions on the current ideas?

I like idea A. I assume you can switch weapons to a new stronger weapon with different spells. I feel the hero should have some strength to him since heroes are not based on their equipment alone, but how they use them.

A. unless your a weapon and choose a wielder. another idea is to make the spells random at each level, say two possible spells for each level and its randomly chosen when u first gain it. you could have rare items that let you choose ur next spell or something but what ever. ive never really liked wc3 rpgs though because i don't think I've ever seen a fun one. or a good one for that matter.

Each weapon is fixed into a type, e.g Paladins are only allowed to have hammers, Ensouled Beasts are only allowed claws, Magi are only allowed staffs.

Well here's another expansion I've made on the general idea...
You will have 4 base spells of your type, then you can pick up jewels, crystals or artifacts of suitable types (e.g Ice Lantern for Frost-type) which may give you an extra spell.

However this is almost only usable towards idea A, though.

I've been having some liking towards using items to gain additional spells.
