Its a hack that adds alot of new natives like vectors, Bit-operations, time, Mouse-handling, keyboard-support and all.
Also it can be used for multiplayermaps with unlimited players.
You use the network natives and the singleplayer for this (if i remeber correctly).

Thx !
I think a manual for this would be nice but ... it looks that there isn't one yet =P

So really this is only useful for singleplayer maps? Or else would every player have to have RtC on their computer in order to play an RtC map?

every player will need at least an RtC launcher ...for maps which use RtC's features...

So RtC is useless for b.net hosted multiplayer games right?

Pretty much yea, but RtC also has something called WarSoc included, that have been used to make maps with more than 12 players. :) It's alot of work, but it's possible. I have a proof of concept map that allows up to 8190 players in the same map, joining and leaving actively. Ofcourse, my internet connection would die before reaching that limit, but just saying, it's possible.

Here's some more about the project. The info at The Hive is getting very outdated.
