How do I make heroes over lvl 10?

Open up the world editor, and at the top go to advanced -> gameplay constants.

Change the Max Hero Level to the level you want.

OR

open War3Patch.mpq [or relevant equivalent] and edit MiscGame.txt and change the max hero level there. that'll work for all melee games.

under andvanced gameplay constants hero lvl max set to w/e be sure to also check use custom gameplay constants too
