Getting Netrual Hostile to Train Units

How come Netrual Hostile can't train units? I tried issuing orders to do it though triggers, and it doesnt seem to work. I made sure they had the money/lumber/food for it, and made sure they could make that type of unit and such but no luck.

If memory serves me correctly, you can't actually order the neutrals to do anything. I think any normal player slot will work fine though, however if that doesn't seem to work then double check your triggers again.
